I am thinking this may be an environmental allergy. If impaired you might see some of the characteristics listed here such as skin itching dry patches of skin and skin bumps.

Thanks for the additional information. Sorry to hear about the rash that you are seeing. This definitely could be an allergic reaction that you are seeing on her belly area from eating something abnormal or from an insect bite sting.
